重量冷却奖励

当你的负重低于阈值时，冷却速度会获得加成，最多可将充能时间缩短一半。在原版游戏中，无论负重如何，充能速度都不会低于 100%；而使用此模组后，充能速度最低可降至 50%，从而有效地将充能时间减半。

新增了一个可选文件，无论负重如何，都会将冷却时间设为 0%。
