Slower Henry - Stronger Numbskull

[color=#d4d4d8]This is a simple PTF[/color][color=#d4d4d8] mod that only m[/color][color=#d4d4d8]odifies the hardcore perk "Numbskull", changing the 40% XP penalty to a 60% penalty. So it takes even more time for you to level up.[/color]
So if you think that even in hardcore mode with Numbskull active you are still leveling too fast, this will make it slower. I found the additional 20% XP penalty good enough.

Supports English localization
The XP penalty should work correctly in any language.
Should be compatible with most mods.
