Description
This weapon (which looks like rumours of an alien device…) fires a strange particle stream that causes catastrophic heat loss in its target.
This humble little experiment is something I cobbled together in FO4Edit (i.e., by copy-pasting and swapping vanilla game resources; writing this post and uploading the file took longer) and is more of a "proof-of-concept" item based on a request I made months ago on the forum, rather than a proper mod. I've always had a soft spot for the freeze rays and cold guns from old pulp magazines, books, and not-so-old comics, and this little gadget is my way of trying to bring that idea to life.
Starting from the Alien Blaster, I tweaked damage values, damage type, and ammo capacity.   I added the Institute's blue laser beam and the Cryolator's freezing effect and frost impact decals—without the resources from NightShade's Cryo Gun - Projectile & Hit Decal Overhaul mod (which I obviously have permission to use), the effect wouldn't be so... uh... cool...   If you know how to use the Cryolator or want to appreciate the work of a true modder, go download, endorse, and donate.
Reskin
Hey kids, listen up—if you want a cool blue look for the freeze ray that fits the icy theme (and don't want to wait forever for me, the procrastinator, to get around to it...), I highly recommend downloading FalloutGalaxy111's Blue version of the Alien Blaster Overhaul. Go download, use, and endorse!

Made some small adjustments to the component requirements for the freeze ray, because after reviewing the mod again, I found some of them were overly demanding.

The freeze ray no longer inexplicably grants alien energy cells when crafted or spawned via console. Thanks to mrprower for pointing me in the right direction.

Increased the base damage of the Cryolator to 40.   My reasoning is that, unlike most other guns in Fallout 4, this weapon lacks receiver or capacitor upgrade options... meaning the only way to boost its damage is by investing in the Gunslinger perk.   I want it to remain a viable sidearm even after the early and mid-game.

Cryo cells can now also be crafted under the "Utility" category at any chem station.   My reasoning is that anyone with enough bold scientific passion (or fervent mad scientist inspiration) to create this unconventional weapon would also devise its power source.   Requires Science! rank 1, with three recipe versions:
1 Cryo cell needs 1 acid, 1 aluminum, 1 gold, and 1 nuclear material.
25 Cryo cells for 1 mini nuke.
50 Cryo cells for 1 fusion core.
The last two are more expensive but more efficient (due to using pre-existing refined and enriched materials, etc.).   I tried to provide different recipe names and related yield descriptions in the crafting menu, but unfortunately, the system doesn't support it; these properties are tied to the item itself, not the menu.   So, think before you act.   I also increased the weapon's base damage value.
Update 0.2
The freeze ray can now be crafted under the "Utility" category at any chem station; requires Science! rank 1 and a lengthy list of materials for the components (you're crafting an entire weapon, get it).   It now also uses cryo cells as ammo—just like I originally wanted.   I also slightly adjusted the magazine capacity.   Thanks to alex3271 for the crafting idea.
Future Plans
I eventually want to reskin the casing; turn all the red parts into blue and/or white (you know, push the whole cold theme). Thanks to neeher for the inspiration; you should check out neeher's Firelance mod.
In-Game Acquisition
Now craftable—see above.   Alternatively, you can get it via console command—see below.
In the console (press "~" to open), type and execute: "help freeze 4" (without quotes, but keep the space).   The weapon should appear at the bottom of the list.
Or simply type and hit Enter: "player.additem xx000800 1"
Note that "xx" is the first two digits of the item ID number based on your load order.
Installation
Download and install via NMM.
For manual installation (my personal preference), simply extract the mod using WinRAR, 7-zip, or another extraction tool, then copy and paste the Data folder into your Fallout 4 directory; typically C:/Program Files (x86)/Steam/steamapps/common/Fallout 4.   If asked to overwrite/replace/merge anything, click "Yes."
The above assumes you've enabled mods for your Fallout 4 game.   If not... look up the instructions yourself.
